Merge Replication Deleting all rows at the subscriber

Hi All,

I need your help in solving the below issue:

Merge replication is created a snapshot for all the rows of the publisher's article [table] and deleting all the rows at the subscribers' article [table] in push subscriptions. Conceptually it should only create a snapshot for the new/modified/deleted records and reflect the changes on the subscriber(s).

Please suggest how does this works and how to make it work.
